Reported Speech (Indirect Speech) means reporting or communicating someone else's spoken words to a third party without changing the original core meaning or necessarily using the exact same phrasing.

The Question Transformation Directives

Absolute Exceptions — When Tense Does NOT Change
Universal truths, habitual constants, and present framing verbs freeze tenses.
Do not execute a tense backshift if the quoted statement expresses a timeless universal truth, a scientific fact, or an unyielding routine. Furthermore, if the framing reporting verb is in the present or future tense (says, will say), the interior tense remains unchanged regardless of statement nature.
